UbuStream Plugin issue

I am getting this error after installing ubustream
the plugin never appears in the config panel

I have the same error in config.exe.txt

Any ideas what is causing this error
I have a plain vanilla gbpvr installation
Only change was loading sub's dvd playback issue patch
this was the first plugin that I attempted to install to a fresh windows xp install.

Yeah I've seen it but that's not it I have skin.xml

it seems I need gbpvruielements

but the webserver seems to be down or very slow
does anyone have the link to that file or can create a link for me.

Today was supposed to be my day to work on adding plugins this but the webserver is really screwed up today
