If I was to record a TV Show on one system would I be able to watch that same Show on another system on the same network?

Does the show need to be downloaded to the second system or does it stream?

At the moment you could do it by sharing a drive between the two machines. From one, add a 'video library' entry which points to the recordings directory on the other machine.

I thought as much but does the video skip?

I am using a wired 10/100 and internally it should connect at 100.
