Weather Plugin : Downloading Forecast

I really enjoy having my personal weather channel on demand. But, all of a sudden it stopped working.

I only get the "Downloading Weather Forecast..." window (which it never does go away).

I see this line in the logs:
2007-11-09 21:09:03.750 ERROR [7] Weather plugin: timeout when downloading weather for 53151. URL was http://weather.msn.com/search.aspx?weasearchstr=53151

Did the format on the website change? Is an update available? There are some older threads on this topic, but none of those fixes seem to work.

Below is the section from config.xml related to the weather plugin:

I should note that I tried contacting the URL in the logs using Firefox, and firefox was also not able to connect. I disabled all firewalls, so that is not part of it. Is there a way to update the server location?
