I actually have one of those. I was a little disappointed when I hooked it up. It is a serially controlled tape deck ( which is cool ) but it just feeds the sound to the line-in of your soundcard. I thought it might have an onboard DSP and plug into a USB port, putting out mp3's directly instead of relying on the soundcard to encode it.

In this case the entity is a non-commercial public institution. Since we aren't using it for any commercial purpose, since we are a state funded non-profit educational institution, we assumed we fit the second phrase. Most free non-opensource software makes an exception for non-profit and educational use. We assumed that since we were in all other ways fully compliant with the license, we were ok.
