Black PC screen when watching live tv

Hi
I have just try to set up a new system with to watch TV on the PC screen, but
all I got is a black screen but I can hear hear the sound from the tv program
My setup is
MSI K9N Neo
ATI Radon screen card
Hauppauge 350 TV card

For Plyaback I have tried all different choice for both PVRX2 and GBPVR
I hope someone can help me

Have you installed a mpg-decoder and selected it in config? Don't select the 350 hardware decoder in config but choose software decoder.

No I don't have any mpg-decoder installed I used System defaults, Where can I download a good decoder?
