I can't get MPEG2 HA to work on Vista, but I haven't tried that MPC mpeg codec though. I'll have to give that a shot. I think someone else on here is also having Vista MPEG HA problems too.

Yes I noticed that normal Mpeg2 is not hardware accelerating, I guess they dropped support for the old DVXA acceleration on the newer cards.
In fact if I check the 'Use DXVA' box in the Hauppage primary tool, WinTV screws up. Motion compensation still seems to work OK though. Seems bizarre that I get more CPU usage watching TV or recording than I do watching a 720p Matrovska file!

Yeah, that's totally weird. I think there needs to be a DXVA2 (thinking EVR) compatible MPEG2 decoder. I also think Cyberlink is only DXVA1 MPEG2 compatible and Vista is not happy with DXVA1 anymore. This is all speculation on my part though..
