I dont know. The north amercian digital cable support is only really designed Hauppauge cards and a couple of others. Some people have got lucky with there card behaving similarly enough to the Hauppauge cards that digital cable has worked for them. If you're lucky, yours may also work in this same way.

If you havnt bought the card yet, you'd probably be better off buying a Hauppauge card.

If you are talking about the cable card tuner, the answer is no. Only Vista Media Center (and Win7 Media Center) are able to use that tuner.

id rather not use ati personally do you know of any other cablecard tuners. i have 2 1600 and qam is great but theres still some channels not clear we watch

Ah, I wasnt aware you were talking about a cablecard tuners. Sorry, these only work in MCE.
