Is there a way to perform a blind scan on a satellite using the config utility? If not, is there any other 3rd part app that will do it with standard BDA drivers?

No - as far as I am aware there is no way to do a true blind scan. However, you have complete control over the satellite transponder and frequency list, so you can tell it to scan extensively by creating a corresponding extensive ini file. Be prepared to wait ........ a long time. If you find a third party app to do this, let us know.
