I don't think this is possible, but I'll ask anyway.
I have one input to an anlog capture card which is setup on it's own as AV1 on my guide.

If one client is watching this channel, can another client connect to the same TS or MPEG steam and watch at the same time?
This channel will never be watched by anyone on the server.

Sorry, no thats not possible - at least for live tv. If you're recording a channel, multiple clients can be watching that in-progress recording.

This is how we do it when we want to toddle off to bed and keep watching, hit the record button, and then pick it up in the bedroom....

Like to see the fanzy MySky HDI do that!!!

Yeah, this is for the spare bedroom so I guess only one watcher needed most of the time

I want to send the sky signal onto my network so guests can flick on to it when they are staying.
So, when LIveTV is initiated from the client it's not counted as a recording is it?

Might be just as easy to send the Sky signal back into the existing coax with a modlator and tune the TV in.

No, not in the sense that it shows up in the Recordings screen and can be accessed from other clients.
