I would like to find out where NextPVR obtains the tuning information shown in the npvr.db3 database table "CHANNEL_MAPPING" column "tuning". Does it come from a file associated with SiliconDust HDHomerun? SchedulesDirect?

It depends on the type of device.

In the case of an HDHomeRun device, it asks the device (or hdhomerun.com) for the list of a channels. This list includes extra tuning info such modulation, frequency etc, then uses this as the basis for creating the channels and the tuning in CHANNEL_MAPPING.
