I have a problem with my USB-UIRT. When changing channels to two-digit-channels, it only works 40% of the time. The sat reciever gets the first digit but misses the second. A delay would come in handy...

I read about you not implementing it for girder, ('cause you could already do it), but what about USB-UIRT.
Perhaps I just missed the place to configure it?

Yes, at the start of your USB-UIRT IR file you can have two lines:

RepeatCount 4
InterCodeDelay 200

These values are the defaults.
