But I have assumed these 'quality' settings only apply to cards with hardware compression. (Hauppauge etc.)

I therefore assume that my Digital Twinhan can't make use of this feature I just get whatever is the broadcast bitrate.

Correct. It doesnt matter what quality setting you select with the digital cards. You'll get whatever bitrate and resolution the broadcaster is using.
