If anybody else has this issue going forward and finds this thread by searching for the error in the first post, I ended up using the VPN provider's own windows program to whitelist programs (.exe files) to bypass VPN. I added all .exe files under the "C:\Program Files\NPVR" folder to this "whitelist" to bypass VPN.
You can add any .exe or websites/ip addresses to this whitelist and all traffic for these will be "split-tunneled" to a non-VPN pipeline.
Now I can have nextpvr running alongside the VPN.
