Duel USB tuners lock out

I have 3 Hauppauge dualHD tuners. when NPVR records to one of the tuners in one of the dualHD tuner units it lockouts both tuners in that unit. When it stops recording it leaves the dualHD  tuner unit locked out. (both tuners)
It had been working ok on all 6 tuners (3 USB units) for years. Any response or ideas would be appreciated.

Reproduce the issue then post the logs and we'll take a look.

Here are the logs. the sequence of events are:

Conditions of test: NPVR and WinTV are loaded and operational.  Only one dualHD unit (two tuners) is installed.
1. - start NPVR
2. - view a channel
3. - shut NPVR down
4. - start WinTV
5. - Go to a channel
6. - WinTV can't get a tuner "No tuner available"

NPVR is not running but has locked both tuners.
This occurs when NPVR is run first.
If WinTV is run first, NPVR can access the available tuner.

I have included both NPVR and WinTV logs.

Are you using NextPVR v4, or NextPVR v5? If the latter, on the Devices page, you probably need to untick the 'keep digital tuners primed' checkbox.
