I see a "component video properties", but no "tv properties". I'm using the ATI component video adapter. Is it possible that the tv properties tab, and therefore video mode itself, only available when using the s-video output on the video card?

You may be correct. I have only used composite/S-video TV-out and not tried the component video TV-out. I still would have expected "component video properties" to have an "adjustments" sub-tab where you can re-size the boarders and this is where the "enable video mode" tick box is usually located.
