Yes, it is in minutes. Note however that the web site that the information is pulled from often updates less often than that, so the weather plug-in might "update" but still display the same information after the update if msnbc.com hasn't updated.

can it be configured for weather.com ? or some other source ?

I stopped using The weather plugin because msnbc wasn't really consistent with C and F temps. I'm in Canada, and I get everything switched over to Celsius, but the long description page still speaks in F... That's not the plugin's fault, but MSNBC...
