Just to mix it up a little, I had a problem where whenever I would reboot it would turn off or if I did a shutdown, I had to wait about 10 minutes before it would turn back on.

The problem ended up being the video card... I replaced it and it reboots just fine now.

To conclude, the problem got worse. I can pretty much never turn on the computer from the front switch. The good thing is that with the bios setting to power on after power failure, the off-on power supply switch work around works perfectly every time. The computer is back to normal, just has a special power on method.

Well things got even worse. Even the power supply switch with the old "bios power on after power failure setting" trick was becoming intermittent. I tried downgrading back to my old graphics card and old power supply and the problem was still there so that ruled out the power supply. I found someone who had exactly the same problem and gave a solution.

"The circuit in the motherboard that told the power supply to turn the computer on when you press the power button failed. I just clipped the wire to pin 11 (if I remember correctly) and screwed it to the case (ground). This made it turn on when it was connected to wall power." reference

Actually the PS_ON signal for me was on pin 14 not 11 so if anyone tries this make sure to lookup the correct pin. Now after the power supply is turned on, the system case fan starts and I need to push the front power button to tell the motherboard to boot. After a shutdown, the fan is still on so I have to turn off the power supply switch to fully power down.
