there is a padding bug box under decoder options (ffdshow)
you tried that ?

I just did but it didn't help, there was an option already ticked to work around bugs. Sub says it is a decoder bug and I do probably use one of the lowest end IGP for NPVR for HD and h264 so I can live with this since it still is stutter free which is my goal more then minimizing CPU %.
