Thanks for that. Now I need to figure out my issue with the PVR150...
AMD A8-3870K 3.0GHz (onboard ATI HD6550 graphics), 8GB RAM, 500GB SSD + 2TB Hard drives, Hauppauge Colossus 2 (HDMI), Hauppauge WinTV-NOVA-S-Plus (DVB-S), Windows 10 64 bit, NPVR 6.1.5, MCE Remote/IR Blaster, IR Server Suite blasting to SKY TV (NZ) OnDemand set top box (Kaon NS1120).

I think to make the PVR150 work in 64-bit you literally need LESS than 4GB, i.e. 3GB or 2GB (I'm assuming from the way you worded it that you have two 4GB sticks and took out one still leaving you with 4GB). I did stumble across one bit of advice that may help you though: "Go to Msconfig/Boot/Advanced options, If using 4 gigs of Ram, Change max memory from 4096 to 4095" (or maybe try a smaller number like 3840).

Brilliant! Changed the memory allocation to 4095 and it works.

Weird. Guess I have to stick with 4GB or upgrade my analog tuner.

johnsonx42 is correct (ie. less than 4GB).
Although I'm using 32bit I've been using gbpvr and nextpvr for years with a sky set top box and currently Virgin Media Tivo the setup is the same.
2-PVR150 cards, 2-Tivo boxes, 1-USBUIRT Blaster, IR Command (software).
I have never been able to use the s-video connection so always used the composite. It is necessary to first setup WinTv v6 to display the inputs.
a) In WinTV Channel Manager 'Devices ' should show your cards, Click on PVR150, Composite, Source, Choose 'Composite Source'.
Click 'Sources', 'Composite Source', 'Preview', name and 'Save'
b) For the second card it is necessary to 'Add Source' in Sources and name it. Repeat a) for this card using the new source.
In 'Channels' you should now have two channels.

Nextpvr uses these two channels to decide which card to use for Live TV or recording. It can sometimes take several tries to be able to see the signal in preview, I've never worked out why.

Changing channels on the set top box is now achieved by nextpvr, USBUIRT, xmltv data or IR Command.
