I thought of suggesting you increase <ScanCollectionMS> in Config.xml, but I doubt that will do anything; afaik that only increases the scan time after the tuner reports a signal lock, it's not going to make the tuner spend more time trying to get a lock (nevermind whether waiting longer for a lock would help at all).

Does the software that came with your tuner find these channels? If not, then as mentioned above, it sounds like the signal is too weak for the tuner on this device.

No, it does not. [edit] I tried this after I wrote the post here. Just to see what would happen.[/edit]

This is weird. On the TV, this is one of the stronger signals (I had a signal strength meter that was built in to a atsc > ntsc converter box), and the optimal that got all the channels except one, had i in the center of the reception.

TV's do tend to have more sensitive tuners than PC tuner cards. You might try an amplifier near the antenna if you don't have one already. However your tuner is reporting nothing at all for that channel; the Strength=80, Quality=6 is what it reports for every empty channel.

Wait a minute. Blank channels show something different than channel 8 is showing? This may be an important clue as to what is going on. Is it possible there is a problem with the card itself?

no, I said the reported signal strength and quality for channel 8 is the same as it shows for all the other empty channels... i.e. there's no sign of a weak or marginal signal on channel 8 as compared to other channels where there really is nothing.

Ah. OK. Now that I had something to look for, I found it in the logs.

I would love to oblige, but experience is that with the amplifier removed , the TV saw no channels. I have to think for a bit about how to trouble shoot this.
