Maybe try installing the LAV decoders from https://github.com/Nevcairiel/LAVFilters...taller.exe, and see if switching your MPEG2 decoder to LAV Video Decoder helps?

Someone mentioned earlier does it play in VLC. I downloaded VLC and it doesn’t there either. I’ll figure out how to get the log files from Kodi and post them. Thank you.

Kodi wasn't able to decode that file was that the Blacklist file? It plays fine here with v18.1
