Reboot/double recording issue **SOLVED**
Ok it was my USB Drive. It was formatted to FAT32. The file size limitation is 4gb and recordings over 1hr are larger than 4gb causing the system to hang when writing. This was causing my duplicate show listings and system reset's around 9pm/10pm because That is when prime time recordings happen.
Don't know if some error logic can be put into place for this in the logging but at least I figured it out. The log times are still coming up UTC but I can live with that. The UTC time logging is also coming up on my Linux Debian 10 (Buster) install using Docker and testing NextPVR5 AMD64. SO I do not think it has anything to do with HWClock.
