Should I still have an NPVR service? I don't see one when I look at windows services.

Did C:\Program Files\NextPVR\ get created? Is there anything in it?

Yes, it was created. No, there is nothing in it.
Also, the temp directory was not created: I did it manually as Martin suggested.

I'm wondering if you have some firewall / antivirus software getting in the way, stopping it from writing these files.

Otherwise look for any errors in the Windows Event Viewer.

I turned off the firewall and ran a windows defender scan, but that made no difference.
However, I tried it on my laptop and it seemed to work, so it must be something with the PC I'm using.
It's going to take me some time to decipher the windows events.

Question: Do I need a dotnet installed first?

Yeah, it's odd. I'm not aware of any one else having this issue.

Since you've got this far, it sounds like it has everything it needs. I'm not really sure what it might be at this stage.

If you monitor your AppData\Local\Temp folder do you see the zip file downloading?

don't waste anymore time on this. I tried it on another PC and it loaded OK.
one quick question; is there a way to use a remote control with the web connection?
it doesn't seem to respond to any keyboard commands either.

No - it's not intended for that type of use. The web app is for someone sitting there with a mouse (or possibly a touch screen).
