But if I enable VLCForRTP, then lliveTV in npvr locks npvr up.

That could be a firewall issue, or you might have to increase the start up delay in NetworkRecorder.xml (remember to restart the recording service to have this take effect)

I had already created a firewall entry for %ProgramFiles% (x86)\VideoLAN\VLC\vlc.exe. It has ability to use any service, receive any connection from any machine. Use any port or protocol.
I doubled delay to 4000.
Still doesn't work.
I try running it via pressing "Live TV" in nPVR. It locks nPVR up.

Sorry without logs there is nothing more I can suggest. NetworkRecorder is doing what it is supposed to and that is talking to SageDCT, and SageDCT seems to be talking to your device fine.

Those were logs with VLC off.
