This format of date time doesn't supply a timezone, so application can't work out when it's in daylight savings and when it's not.

Isn't the +1300 the time zone?
What would you expect it to look like?

No, that's offset from UTC rather than a timezone. Some xmltv files have times that specify the timezone like "20130406130000 CET", "20130406130000 EST" etc. If you have an timezone identifier, then the app can know if there is daylight savings in that part of the world, and when it happens, and the daylight savings offset etc.

I'm about to look at the file, to see if we can improve the situation though.

Yes I've worked around this issue twice each year (when daylight saving begins and ends) for as long as I can remember. My work-around is to manually adjust the system clock - it's just after noon now, and I've just manually adjusted my system clock so that it reads just after 11am. That way NPVR will correctly record the programmes that I have sheduled to record this evening. During the night tonight, Windows will make it's automatic adjustment to the system clock for the end of daylight savings, and fortunately all my scheduled recordings for tonight will be complete by then. Tomorrow morning I will manually adjust the system clock again - advancing it one hour - and the system clock will again agree with the correct local time.

This process is a minor twice a year irritation, but it would be nice if we could avoid it in the future.

I remember this problem last year.
At the moment Nz Terrestial Epg, updated at 0700, does not show Amazing Race at 1300 (which is on my neighbours Sat feed Epg)and resulting times are 1 hour early.
Last year next update, next morning, fixed this.
Have just updated at 1325 still wrong.
Guess I'll keep updating and reschedule tonights recordings if necessary

What EPG source are you using? XMLTV or DVB EPG?

Using Epg collector (Geekzone) which I understand collects DVB
Settings NPVR Source XMLTV
Just checked my TV amazing Race is there.
This may be a EPG Collector problem.

Since you're using xmltv, you can try that patch I posted above.
