Well, now I have exactly the same settings UJB above. With a scale of 0.20 and a bitrate of 8k. And yes, crappy picture.

I haven't done the other tests with vlc yet.

With the resolution and bit rate how do you expect it will look or sound good?

What's the use of having a better quality, if it keeps on buffering every other second? So, I thought I'd first figure out why it's buffering.

In trying to prevent buffering, I kept on lowering the resolution and bit rate until buffering stopped. I'm trying to figure out, what is the problem that causes the buffering. Is it my upload speed? Is it buffering? Is it a codec problem? As soon as (or if) that's fixed, I want to try better image quality.

All of those, plus factors like complexity of the video you are transcoding, the ability of your backend to capture transcode and stream on the fly, the buffering ability in your client, and network latency in addition to your own capacity to watch low quality video. I suggest trying to get streaming working on the local LAN and reduce it to there then try the internet.

Streaming on the local LAN is working perfect. If I didn't have that working, I wouldn't have tried the internet.

I understand and accept that the quality is much less when watching via internet then when watching via local LAN. But when I have to set scale to 0,20 you will understand it's looking tv without your glasses on.

What options to I have to investigate?

Did you set your cache to like 10000 on the client that is viewing the stream? - Tools, Preferences, Input/Codecs, scroll to bottom....set Network Caching to 10000....I have all of mine set to 10000 (10 seconds).

You will have to play with the bitrate vs. the ratio when viewing externally......your 1Mb up is a swizzle stick for sucking data through so you are at the mercy of that limit....finding the sweet spot will be trial and error.... like 512kb with .40 ratio.

On the server you can set the cache for output of the stream within VLC. Tools, Preferences, Stream Output, set Stream output muxer caching to like 5000 or 10000 (5/10 seconds) and see if that helps....this may make a difference if your server is having trouble keeping up with the transcoding process. I am seeing if I can set this on the command line....used to be able to in older versions thus the setting in NEWA but I think they got rid of it with 2.x and it may only be able to be set in preferences.

I tried the changing the buffer but at work yesterday but I had trouble finding the correct setting in 1.1.11 (portable, I am not allowed to install on their pc's).
I'll try again with my laptop on their network. Then I can make all the changes I want and experiment.

I hope to have time tonight to try. Thanks for the suggestions.

No, I'm not using the 64 bit version of vlc. I thought that meant other problems, so I just installed the 32 bit.
Seeing that when on local LAN, streaming is no problem, I think that I don't have to change the buffer on the server. Correct?

On the client, do I have to set all of the buffers to 10s, or just network buffer?

The network buffer is the one that would have the impact on view.....I just did all of mine to be consistent.

I also see you are using the mobile version of VLC. I don't have access to the VLC mobile....when I try to access it on the goggle store I get a message it isn't available for my country. I have a nightly build from June running on my tablet and it really sucks compared to what I am used to with the standard pc client. So you may be experiencing issue with the mobile version of VLC coupled with any limitations of video decoding on the mobile device.....i.e. you may be forced to use software decoding vs. hardware depending on your mobile device. I use MX Player on my tablet and after the stream is started I can open the network address in it and see a much better result on the video compared to VLC mobile (at least the version I have access too).
