I'll try an ATSC model of the WinTV-dualHD here with my signal generator. I regularly use the DVB-T/C version the WinTV-dualHD, but I had a ATSC version here somewhere too.
Very odd any I did both way
dvbv5-scan /usr/share/dvb/atsc/us-ATSC-center-frequencies-8VSB
and
dvbv5-scan -v /usr/share/dvb/atsc/us-ATSC-center-frequencies-8VSB-062009
Is the current version not limited to Ubuntu 18.04 as the earlier version install downloaded .NET for 18.04 from Microsoft?

Ok - so the device seems to be locking onto signal, receiving data, and finding the channels just fine.
When you tried to manually run that NextPVR scan, you got a segmentation fault.
./DeviceHostLinux -device:adapter0 -type:ATSC -parent:0 -scan:/usr/share/dvb/atsc/us-ATSC-center-frequencies-8VSB
Does that happen every time, and is it on that same first frequency ">>> Scanning 57028615"?
With the ATSC WinTV-dualHD, I was able to successfully scan and find the 3 channels playing on my signal generator, so I'm still looking for clues what might be happening when you're trying it there.
