some ip channels stopped playing in NetxPVR only

If you have  C:\Users\Public\NPVR-data\extra-rai.xml then you may need to restart the recording service if Ctrl-F5 and rescan don't work to find it.  Once that happens you should have an Extra device that you can scan.

Yes in theory. It’s a while since I tried it personally, and I’m not home this weekend to confirm.

Actually - no, it’s only the user agent used on compatible streams, which are handled directly by NextPVR. (The stream may have been a compatible stream if they weren’t rejecting the VLC user agent though, so…)
