IMHO, the reason you see a red light blinking is because the LED is primarily a visible light LED, rather than and Infra-red LED. Normally, an IR LED emits no visible light, but you will be able to see a 'white light' when looking at the operating IR LED through a video camera. This does not work if you see visible light, because the visible light swamps the IR light.
My suggestion - if Hauppauge won't replace the LED with a decent one, go out and buy one and solder it in - just make sure you have the polarity correct, otherwise the LED wont work. My LED cost a couple of quarters at Sim Lim Towers. The cost of parking was several times that amount, but it was well worth it.
