Linux nextpvr-helper.deb installer

Version 3.0 of the deb installer is now available. This update includes the upgrade to netcore 8.0 and also back up the existing binaries if you ever need to compare behaviour with v6.

Version 3.1 of the deb installer is now available.  This is a minor update to 3.0 changing the compression mode to xz for old distros.
