Silly me, it's client side setting....
However, changed it from 720p to 1080p, restarted Kodi and still the same...

If it was 720 before set it back to 720 or lower and then send the NextPVR logs.

It sounds like a NextPVR issue though why I asked for the NextPVR logs. Kodi seems to be sending the correct parameters for forced 480p

It looks like sub might be ignoring the force=true the video is not being resized. I don't know what bitrate you have set either but that seems lower then broadcast.

Bitrate is set on the server with the gear, the client can't set it.
