Did not hear back yet.... but I believe this is the setting that you will need to set on VLC on your server.... I think I mentioned this in this thread earlier.
When I set this I can see the transcoding starting right away but on the client side I don't see anything for 20 seconds.....which is what the image below shows I have it set for.
So with this caching to allow your transcoded video to be queued up for viewing and the client network cache set to help with internet latency you should be able to ensure you have things set the best you can in regards to eliminating latency in the creation or delivery of the stream.
