Here's the first attempt at a scan for Astra 28.2E. No muxes found. Also a snippet of dmesg proving the tuner is loading ok.

As a test I ran NPVR in Windows 10 with the same hardware setup. All scanned perfectly and working.

On Linux, NextPVR is dependent on the device playing nicely with the linuxtv api / libdvbv5 api. Most devices do though, so i'm unsure why you're getting such crappy results from dvbv5_scan

So am I considering that I can achieve a full successful scan using both Kaffeine and TVHeadend. Bearing in mind that the tuner loads firmware successfully and Dvbv5 api is supposed to be backwardly compatible I’m stumped as to why the scan is failing miserably. I wonder if I should force a Dvb3 mode scan and see what it yields.

Maybe the lnb setting you’re using?

Exactly what I was thinking but it’s a universal lnb which I’ve set accordingly and remember it’s functioning fine with NPVR in Windows and TVHeadend and Kaffeine in Linux. How about those predefined Astra 28.2E scan tables NPVR uses in Linux. Where does the source come from.

They come from your Linux distribution, and may or may not be up to date. They source them from https://git.linuxtv.org/dtv-scan-tables.git/tree/

I had seen mention a couple of weeks ago that TVHeadEnd was hoping to start submitting their updated files to that repository, so they may have newer more up-to-date versions somewhere.

You could also try the "--nit" option on dvbv5-scan, to get it to scan the frequencies listed in satellite transmission. If it gets one frequency from the file, then it should know to scan all the other valid frequencies.

The deb installer uses whatever dtv-scanning-table the distro provides via apt. On LE/CE I use the TVhHeadend repo.

Windows drivers will often be better because the market is for Windows tuners not Linux.

What I thought funny was how quickly the scan was continuing to a new frequency.
