That can happen often when it's not doing 32-bit color, or at least 24bit. A cpl of times after a gfx update, I curse the drivers to hell for screwing up my video, until I see it has the colors set down to the default of 16bit.

If you are looking to do HDTV in the future you would be best going with at least a 6600GT.
There is another thread on this.

Should this be a sticky or in a FAQ?

I have a fx5200 chipset card and a Sempron 2600+. I am not overly happy with the setup. My gf and I both notice that viewing live tv on the computer (or recorded tv) are different than through the set top box. Its hard to describe what is different about it, but its noticeable. The computer signal just seems to be a bit off. Its not killing me, but I am hoping a new card will improve things.

Desktop is a 800x600 32-bit color depth. Using VMR9 as well.

eVGA Geforce MX4000 128MB PCI S-Video Out to 36" SD tv.

Best price I could find. (Friend said "Hey, you want this?")
It is an improvement on the ATI radeon 7000 (64mb AGP) I was using, but I have no idea how it compares to 5200+ cards for playback.
