so wouldn't it be a fairly trivial call to let AS know a track is playing?

I think there are two mind sets when it comes to last.fm. One would be to use last.fm to create and listen to your own channels and the other is just to keep a personal set of statistics (like your own top 20).

I'm more interested in the latter. I just want to let the plugin track my listening.

Sorry, I dont know anything about audio scrobbler. There is nothing stopping anyone from writing a plugin that does this though. GB-PVR already provides event notification to let plugins know when a track is playing.
