Yes, but you need the latest or very-recent drivers, and refresh rate to be an exact multiple (or close multiple) of 50Hz for PAL (75Hz works but causes temporal motion issues).

In the ATI range, the 9550 is minimum for hardware deinterlacing.
I also recommend the card have 128bit memory interface if you intend on upgrading to widescreen TV in the near future, but 64bit is sufficient for SDTV (standard CRT TV).
I recommend staying away from the ASUS 9550 because it has problems TV-out becoming disabled when the PC is rebooted.
