Mulitple rows of buttons, or sub menus?

well personally i would like just a sub menu for the tv options and some plugins.

Plug ins like the shutdown one i wouldnt like to be in a submenu.

Ideally id like to be able to arrange my menus as id wish with submenus and such. Perhaps an xml file we could build ourselfs even?
