system stutters

I would appreciate some advice on my system. I have been using an mvp which I have been quite happy with, but would now like to try using the computer tv out, however live tv and video playback both stutter briefly every 3 seconds or so. Here is my system, sempron 2200+, ati x700, 512mb ram, pvr150, could it possibly be a driver problem?

First thing I'd try is disabling the MVP servers while you're testing. It can cause some hickups like this on the PC.

Next try a different video decoder and/or video renderer.
