Picture torn on some channels

Help,
Picture is torn on some channels. This appears on live TV and on recordings.

I'm using a Hauppauge PVR 250 on Shaw cable in Van BC WinXP SP1.

Any ideas ?

No, I am using an ATI Radeon 9000Pro. I seems to me the tearing has been going on at least since I installed v.99.5.

Have you tried switching video renderers? (ie, Overlay/VMR9/VMR9 Custom etc)

I'm sure it is not a problem with your software. I verified this today by running the Hauppauge WinTV application that comes with the card and the tearing is visible on that as well.

I tried a fresh install of XP and Hauppauge drivers on a different drive to see if it was SW related but it also was torn. Now I am leaning toward power supply problem or the card itself. Funny thing is some channels are perfect while others are torn. I would assume a hardware problem would affect all channels equally. I am hoping someone here might have observed a similar problem.
