Yes, its just a type of MPEG file. The MPEG-2 specification defines two files formats, Program Stream and Transport Stream. Program Stream are normally stored in .mpg files. Transport Stream are normally in .ts files. They both store exacly the same audio/video packets, but they're packaged up slightly differently.

Transport Stream is the broadcast format used by digital television. By having analog tv also producing .ts files, then I had advantage of having to only write a single timeshifting engine that could be used for both analog and digital television. Rather than get into the situation where I was having to main to timeshift engines, one based on transport stream for digital tv and the other based on program stream for analog tv.

Popcorn Hour devices can play them. WD Live probably also plays them, but I dont have one of those so cant confirm.
