Single instance check not working in 1.5.36

Hi,
in v1.5.36, it seems that it's possible to start multiple instances of the NPVR application, even if no video is playing (and the application's title changes). -alibert

I don't think I have ever seen it not start multiple instances. I use this a lot because this is how I compare skin look and feel.

- Single instance of nPVR check is not working
- Disabling WEB Server has no effect; atm i have 8 EWAs running in the network *chatt* You like nPVR? Then please help pay the bills, and keep the project alive!

Several users have reported this in all versions of NextPVR. I'm not sure why yet, since the check works fine for me.

If it cant create the "Global\\NPVR-instance-mutex" mutex, then it exits.
