Ok, I am back from windows hell. I reinstalled and everything is working fine. I backed up the users\public\npvr directory and moved the files back after the reinstall. I was able to repeat the error when I put the old config.xml in the newly in created directory same crash error. Crazy! I reinstalled over itself and all was right!
