I recently had problems with getting NPVR to work with all my analog cable channels on freshly installed OS. (See post here) After days of experimenting, I found out that there's something wrong with channel/frequency ranges. Surprise, the issue is Windows-related, range (called tuning space) needed an override in the registry. (ArcSoft's TotalMedia 3.5 comes with these values.)
Other than mine, some other countries seem to be affected. If you have trouble finding all channels that should be there, you may want to try this.
