So far, good news. Ran for over an hour last night without noticing a single blip on Freeview TV4. I'll let you know if it continues....

Would like the ability to select AC3 though as have receiver connected.

**Update**

Was fine running with only Lav for HE-AAC for a couple of days, not a single blip.... Enabled Lav for AC3 again, and is still OK.

Decoders now set-up as when problem existed. I don't understand......??

I am watching this one closely. Ever since I have been running NPVR (for a few months now), I have had the same micro stutter issues on live TV. I resorted to forcing the use of the AC3 stram with a regedit entry, after trying all the codec selections you have already tried so you are not alone. Luckily the main channels offer an AC3 audio stream so I can do this. It would be nice to figure out what causes this but I was spending more time trying to diagnose the issue rather than watching TV.
Win Server: ASRock P67 Pro3 B3, i5 2500K 4.0Ghz, 16GB, Nvidia GT430 HDMI, Win 10 Pro 64bit, Win-TV Quad HD, Win-TV Nova-T USB.
UnRaid NAS Server: Gigabyte i7 2600 3.4Ghz, 16GB, S3 Trio VGA PCI Video, DVB LibreElec for DVB-T tuner drivers, Hauppage Win-TV 2210 Dual DVB-T.
Win Client: Intel NUC i3 Broadwell, 4GB Ram, 128GB SSD, Win 10 Pro 64bit.
Linux Client: Raspberry Pi 3+, OSMC + Kodi

Is still working ok here, only thing I can suggest is to only have the lav for he-AAC, with all other decoders disabled & see how it goes....
