Post a set of logs with the MPEG2 Video decoder enabled. What takes 2 minutes -- Live TV, recordings, or other media files? This is definitely not typical behavior.

This looks like a straight forward problem on Win8 because there is no mpeg2 decoder installed. LAV and ffdshow do not install mpeg2 video by default either they have to be configured.

On the Settings -> Decoders page, just to the right of the MPEG2 Video dropdown is a button [...] that accesses properties for the selected decoder. I never used LAV and couldn't find a good thread, so I don't know what you might find there. If there's an applications whitelist, then of course add NextPVR. As whurlston requested, you should post a set of logs with the video decoder enabled.
Since you already had WMC, your intention might be to use NPVR as a backend for XBMC. XBMC has its own decoders, so the ability to watch live TV or recordings using the NPVR server isn't vital. The usual advice to new users who lack decoders is to install SAF6 and send a private message to hoborg requesting the "unlocked" version. That would give you a good MPEG2 decoder, but my one reservation is that it would also give you much that you apparently don't need, including a second dose of LAV decoders and DirectX end-user runtimes.

Have tried Sharks Codec Pack with same results, LAV /Ulead. First lot of logs are when recorded was successful. Second lot when in Live Tv and was unsuccessful with the error message. Sometimes it takes up to 2 mins for playback recorded video to start using NPVR, so I use VLC.

Have downloaded SAF6 and waiting for unlocked version from Hoborg. On the Decoder page, the dropdown button , there 's no application whitelist

Are any ndigitalhost logs being generated? True, they would contain virtually nothing:

I am a huge fan of the k-lite codec pack, for ease of use. Just download the basic pack http://www.codecguide.com/download_kl.htm and then when installing make sure you scroll and enable mpeg2 video as shown here.
