Building a new Win 7 install did not solve the problem. I still get the same error message. Here’s what I did:
Flashed motherboard to the latest BIOS.
Fresh install of Win 7 Enterprise
Added license key
Loaded Win 7 drivers for motherboard from manufactures web site
Installed Microsoft’s security essentials (not used on old install AVG was used)
Applied 100’s of Microsoft patches
Update the NVidia software that was recommended by Windows update.
Installed DirectX 9.0c runtimes. From system requirements web page
Installed Microsoft Visual C++ 2008 Runtimes. From system requirements web page
Applied a bunch more patches
Installed NextPVR and setup as client
Clicked on live TV and received the same error message.
What a waste of a weekend.
Hardware installed.
