For US ATSC digital TV broadcast, as Martin points out all sound is Dolby AC3 encoded. Your HVR-2250 card simply tunes the signal and passes the multiplexed audio/video MPEG-2 data through to the system. No AAC codecs in that case. AC3 is proprietary and so you have to jump through a few hoops to get it working, but you'll get it.

I think Dolby licensing restrictions are ultimately to blame, but can't really blame Dolby for trying to make a buck. They are probably steamed that LAV and AC3Filter (http://www.ac3filter.net/) are free.

Making Progress!
I used the recommended AC3Filter and I now have sound! The sound has small clicks or a very small amount of static. Any suggestions? Also, I am still having problems the the guide/ EPG. Any way to refresh it or get it to update the rest of the channels? Thank for all the help! Ryan

Sound: Audio Renderer should be default, and every audio format except AC3 should be Disabled - especially MPEG1. Disabling MPEG1 seems to be especially important when the AC3 stream is 2-channel (e.g. for MeTV, which local stations often offer as a subchannel). If you need MPEG1 for analog recordings etc, you could instead edit the setting </ForcedLiveTVClock> in Config.xml from Default to AC3 Audio Renderer. However since you're tuning OTA channels, it might be that reception isn't perfect.
EPG: You can only get a limited amount of data via ATSC, which is why nearly everyone in North America is using an XMLTV source: http://www.nextpvr.com/nwiki/pmwiki.php?...n.XMLTVEPG Your choices are basically Schedules Direct, which is inexpensive and easy to set up; or mc2xml, which is free but somewhat more complicated and of dubious legality.

Had a simular problem, drove me batty. Turned out to br nothing more than a weak antenna signal. Re=pointed antenna and added amp and problem went away.
