Response from Kaspersky tech support; the section on "Exclusions for Trusted Applications" fixed the problem.
Please try to make sure NextPVR.exe is added as trusted app, and has all permissions:
Kaspersky Internet Security Application Control assigns programs permissions based on several factors. Usually this works very well, but sometimes changing the automatic settings are required.
Open Kaspersky.
Click on 'Settings'.
Click on 'Protection Center' on the left.
Click on 'Application Control'.
Click on 'Manage applications'.
Click the wedge next to 'Trusted' to hide all Trusted applications.
Under the other categories, if you see any application you are having trouble with, right-click on the program's name.
In the menu that appears, go to 'Restrictions', and click on on 'Trusted'.
For more info in an entry, double-click on the program listed.
When done, close the 'Application management" window.
Click the Back arrow in the upper left to return to the main window.

Click on 'Threats and Exclusions' on the right.
Click on 'Manage trusted applications'. Svchost is already excluded by default.
Click on the 'Add' button.
Click the little wedge to the left of the company name to open the list of programs from that company.
Click on the program you wish to exclude, and click the 'Next' button.
Check all check boxes:
'Do not scan files before opening'
'Do not monitor application activity'
'Do not inherit restrictions from the parent process (application)'
'Do not monitor child application activity'
'Do not scan all network traffic'
Click on the 'Add' button. If more than one program needs to be excluded, repeat the above steps to add it.
Close the 'Trusted applications' window.
Click the Back arrow in the upper left twice to return to the main window.
