I'm using latest NextPVR 3.4.8 on my Windows 8.1, AMD A10 7850k /A88x chipset PC.
My tuner card TBS 6991 SE is installed properly. No other tuner application is installed or running.
Channel-Scan works fine.

When accessing "Live TV" always the following message appears: "The tuner you were using was required for a recording.
Would you like to switch to watching a recording, or exit back to the menu."

I have no recording in progress nor do I have scheduled any EPG update during this time.

LiveTV is not working. I have attached the log's and screenshot of this error message.

I have no idea what could be the resaon. I tried already what is mentioned in the forum about similar error message from other users, like disabling the EPG-update or choosing a time late at night for the EPG update.
Thanks for any hint or help.

If you right click, and select 'Channels' and choose a different channel to watch, does it make any difference?

I'm wondering if there is something that specific channel (or group of channels on that frequency) that the application doesn't like. By using the method I mention above, you can force it to start on another channel, rather than starting on the same default channel each time.

That doesn't make any difference. Tested with several channels (just with FTA and with SD and HD channels).

This problem just happens if the CI/CAM is enabled (see screenshot). If set to "none" then LiveTV is working fine.
If CI/CAM is enabled (no module inside) then in the temp folder a .ts file with 0 byte is created and the error message appears.

How can it be solved?

I don't get it, why do you enable the CI module if there is no CAM in it? Makes no sense to me....

OK, you're right.
Anyway the error message is a bit misleading and it took a couple of hours to find out why.
In other TV applications you can enable the CI, but still it won't interfere with LiveTV even if no CAM is being inserted.

That's probably because most tv applications don't support CI/CAM, but npvr does. If a CI is enabled npvr takes this to mean that there wille be encrypted channels, so the datastream is sent to the CI for decrypting in the CAM, When there is no CAM no data is ever returned.
