Solved it out.
Team should update requirements.
Lastest version of NPVR requires .NET 4.5.

It shouldn't. It should only require 4.0.

This one seems to be saying 4.0. Is there something in particular that makes you think it needs 4.5?

Because files in web/Bin are version 4.0.20710.0. It's something about VS compiling. Everything was working except web interface which I need for API to connect it with Kodi.
Also I had installed 4.0 before and got these errors in log so I installed version 4.5 and it started working normally.

If anyone have same problem it can be solved by installing .NET 4.5

You might need a full .net 4.0 which comes with 4.5 for all of System.Web

Yes, Client profile .net 4.0 would fail, Full profile runs.
